So you agree that you have no argument, then. Good. Thank you for your support and for proving my point.
By the way, why are you so opposed to creating clear rules that offer crystal clear protection for newbies? Why do you want to keep rules that let you kill newbies? Why do you want to keep rules that offer unwarranted protection to old players?

Simple question: why?
If you're going to protect that arc you should also protect Angel Sound (the Angel Cartel epic arc). New Player Experience. CCP got tired of people that relentlessly kill new players, however this only applies in starter & SoE epic arc systems. They're still fair game everywhere else. Edit: If you're an older character running the SoE epic arc or mining in a starter system, you aren't protected under the new rules.
Honestly its kinda dumb... What is totally fair game in every other system in the game is bannable there.
all you have to do is trick the noob out of the starter system

The short version was also presented on the first couple of pages: basically, don't try to define the protected group by some pilot characteristic, because those can and will be exploited and there will have to be more (and ever-increasing numbers of) special cases and exceptions than anyone could ever think of or list. Instead, define it by static and geography with no exceptions: anyone in a newbie system is off-limits. Then clearly define what is and what isn't a newbie system by simply listing them. The amount of security afforded to older players is no more than what they'd get in a station, and newbies get all the space they need to learn the basics of the game before tackling the big bad world. When they try to leave, tell them with no uncertainty that here there be dragons.
In essence, go back to the old rule and make it iron-clad. GÇ£If you're not willing to fight for what you have in GëívGëí you don't deserve it, and you will lose it.GÇ¥

Deliberately obtuse?
I said rules protect as much as CONCORD does (that being not at all, they merely punish the guilty), and your rebuttal was that CONCORD doesn't ban.
Meaning either you consider the rules even more protective than CONCORD, or you're actually interested in protecting people hoping to gank noobs.
As I said, cynical at best.

Ok, perfect. Now everybody just needs to make a 4 day old alt to haul their PLEX around, because they're protected newbies, right? Because "newbie" is undefined, you must have doubts about every 4 day old in a newbie ship carrying 50 PLEX, otherwise tell us what makes you think one 4 day old in a newbie ship with 50 PLEX is different from another 4 day old in a newbie ship with 50 PLEX. And clearly their location is not a guaranteed indication, since the protections are not limited to the listed newbie systems.
Oh, wait... that's one of the (many) problems with trying to protect an undefined class. EvE: Everyone vs Everyone

That's the Ruby posting we all love. Pick the most unlikely scenario and tout it like it's the most common practice in the game. Only total idiots put PLEX in a ship and we see what happens to total idiots in this game. They get blown up, they get game banned or like you, they get forum banned.
Find me a four day old character with a hold full of PLEX and I'll believe everything you say. Forever!
Edit: Extra love to you if they are in a noob system or running the arc while carrying them.

if you drop a can labeled "FREE STUFF" in a starter system, career agent system or newbie epic arc system, with the simple intent of killing days-old players who are oblivious to the mechanics, you're breaking the rules
suicide ganking a days-old player in a badger with billions in cargo isn't breaking the rules because it's not intended to allow dudes to hide behind the letter of the law for immunity "WeGÇÖre a professional Merc Alliance, like PL" ~ snot shot, 2012 |

This topic always seems to derail from my original intent: arbitrary rule enforcement of rules not in existence regarding all aspects of the SOE Epic Arc. If rookies are protected during the entirety of the chain, then have it stated instead of enforcing it without warning people.
I'm resigned that the definition of rookie will not be defined and that it will be a best judgement kind of deal. Not that it matters since the only rookies I may engage are either mining in random non-rookie systems or involved in my wars. |

However that isn't what we're talking about here. Why isn't it vague? It clearly states what you're not allowed to do (can flip) and where you're not allowed to do it (a specific list of systems).
The current trend goes beyond that. http://themittani.com/features/local-problem

Exactly what Gǣmessing withGǥ them entails is not specified. Exactly who counts as a GǣnewbieGǥ is not specified. GǪand while it definitely holds true for the staring (and career) systems, it's not limited to those and the extent of that non-limit is (drum roll) not specified.
The last time someone asked, one of the SOE-arc systems were added to the official list of no-no systems, but it was also made clear that the list was not (and would not be) exhaustive. Instead, common sense should be the guide, but since no details will ever be forthcoming, the commonality and commonness of that sense is pretty much nil.
Thus was born the idea of actually specifying two of those factors to create a newbie-protection policy, and by request from the GMs, it was suggested in such a way that it would require zero development to implement. If there is one thing I will give the little bees credit for, it's an intimate knowledge of the rules. You can't game the system unless you know it perfectly.
So (as much as this pains me to say ), when a high level Goon talks rules, I listen. I've learned a lot of neat little tricks over the years by adhering to this simple rule.

The spirit of the rule is for players not to take advantage of newbies and just collect killmails and tears from them solely because they are unfamiliar with the game's aggression mechanics. If the rule is more clear-cut than "don't **** with newbies" you'll just see everyone doing exactly what the rule is meant to discourage but gaming the system to say "well we didn't break the rules right?" A system designated as a "rookie system" is not a safe haven for carebears in pimped T3s. By the same token, they're not giving anybody a green light to hide behind the rules by using "rookie" alts. Making it more clear-cut just causes it to offer less protection for older players, and the more people yell about how it must stay the same, the more I believe that this is the reason for their doing so.
