Go to Eve-Agents and look for high quality lvl4 combat agents. Thats where they will be.

Keep in mind that for every 0.1 sec lower a system is, the effective quality of an agent is about 10 higher.
i.e. Motsu (0.9) doesn't have the best Caldari Navy agent (L4 Q18).
Motsu is also a great place to get ganked, or have your mission ninja salvaged, so even more silly to go there.

Motsu is like a huge Brazilian landfill where generations of trash pickers live on the piles of garbage and scavenge for a living. We affectionately call them "ninja salvagers".
If you have a faction fitted mission ship you may also get ganked by opportunistic griefers. We affectionately call them "effing a**holes".

Yeah, but saying "I'm used to missing in Gallente" would be confusing and also a painful truth.

Try the Corp police force station in Irjunen. L4 Q18 in a 0.5sec system nowhere near lowsec so missions are always in highsec and storyline agents just one or two jumps away. Also 10 jumps (I think) from motsu so a good place to sell your loot.

Incidentally, it's almost as big a cesspool as Motsu.

Never had any ninja looters enter my missions (although I get through them quite fast usually) and I've only once seen a gank fleet there. I've done missions in Motsu and Irjunen and I would say Irjunen is miles better than Motsu.

but if you fly with a sensible fit then yes irjunen is miles better than motsu!
some other systems include sivala, tintoh, and sankkasen

How does that work? How can a mission runner get ganked before Concord blows the attackers up? I noticed most of the ganks are small ships or industrials so they are not mission runners...but what about the tengu blown up by 3 people in Motsu (High Sec)? How the hell did that happen?

..check the kill mail, and then check for mails for the gankers?
Several BS with large arties and a handful of t2 damage mods, the rest tracking/scan res. Probably waited on gate for targets that autopiloted back to system then decloaked and were not moving (hence no tranversal). Or perhaps waited 40k straight off an undock so targets (likely scanned ahead of time by a neutral alt) would be coming straight at them.

CONCORD takes a few seconds to respond, long enough to get off 1-2 volleys per ship. Bring enough ships fit specifically for highest possible volley damage and you can destroy anything that is destructible.
