"Skill at precision missile homing. Proficiency at this skill increases the accuracy of a fired missile's exact point of impact, resulting in greater damage to small targets. 5% decreased factor of signature radius for light, heavy and cruise missile explosions per level of skill."
Im a right to assume this skill does NOT affect HAM's, or is the skill description abit missleading?

And yes that skill will not affect rockets, heavy assault missiles nor torpedoes.

Why oh why can't CCP have simple skill descriptions?
Guided Missile Precision: 5% reduction in explosion radius per level, for guided missiles only.
Skill at precision missile homing. Proficiency at this skill increases the accuracy of a fired missile's exact point of impact, resulting in greater damage to small targets. 5% decreased factor of signature radius for light, heavy and cruise missile explosions per level of skill.
Target Navigation Prediction: 10% increase in explosion velocity per level, for all missiles.
Proficiency at optimizing a missile's flight path to negate the effects of a target's speed upon the explosion's impact. 10% decrease per level in factor of target's velocity for all missiles.

If there are any particular "missiles" that require that skill, rockets, HAMs, and torps are it. And really, have you (general reference) ever watched them fly? Unguided my ass.
CCP: apply the bonus to all missiles.

All missiles are guided. Some people just don't understand the difference between heavy, and heavy assault, since the launcher names are screwed up. The description is perfectly clear as is.

"Guided" refers to the "flavour"/RP aspect of missiles. The unguided ones (rockets, heavy assault missiles, torpedoes) have a larger explosive payload that is less accurate, in lieu of the space occupied by a guidance system in guided missiles (standard, heavy, cruise). The unguided missiles also have a lot shorter range because of no guidance system, and a heavier payload.
The game mechanics of all missiles are the same though: they don't miss unless they run out of fuel.
