People have collateralized ISK loans with RL money (which CCP frowns upon) and have required copies of the RL ID/passport from borrowers.
The obvious problem with your proposal is that (a) all your in-game assets don't belong to you but to CCP and (b) you would have a very hard time getting a dispute about < 20$ in virtual internet spaceshipz money you don't even own accepted by any court.
EVE having an international audience doesn't make these things easier.
There are probably ways around the more obvious shortcomings (e.g. "it's not about the virtual assets, it's about the service of transferring them") but the hassle wold probably not be worth the effort.
If, on the other hand, you would manage to convince courts that the in-game items are de-facto convertible to RL money this might have all sort of legal ramifications for CCP (there are rumors that CCP has agreed to settlements over "unfair" account bans in the past, so the EVE EULA/ToS might very well not be quite as watertight as we'd like to believe).
