Getting to their location would of coarse require a special set of probes which in most cases can only get you as close as say 500km from the target, which then you would have to slow boat while cloaked towards the beep. At least then they could not simply sit afk, even if they used some sort of macro to warp between safes several covert ops pilots could eventually find them by simple waiting for them to warp back on grid and then resume there approach.
Then once the beeping is fast enough and steady warp in a large blob deploy drones bubble kill 
Sure they would be aware people are looking for them as they would also have a beeping sound but at least they can't just walk away from the keyboard for 23 hours. |

Quoting this sentence for posterity, will be filed under "Dumbest post of the month". Complaining about someone "walking away from the keyboard" is about as stupid as two bald men arguing over a comb. If they aren't at their keyboards, they aren't much of a threat are they?
And if they aren't AFK, then none of your brilliant solutions are worth anything are they? Its about time you people got a grip, you are just humiliating yourselves.
I'm not really fussed about someone cloaked in a system, I'm more annoyed that there are no counters for people that DO walk away from keyboard just to prevent people from using the system. Perfectly valid tactic but imo it is rubbish that you can't scan them down with some form of active scanning, I mean srsly just because something is cloaked does not mean it is not there and someone can get a ping on it.
So all I suggested was something to prevent them going afk meaning they would have to sit at the computer the whole time. If they want to annoy people they can but it must also be inconvenient for them. Not just park alt in system cloak then switch to main and do what ever, then go make dinner, then goto sleep etc.

1. First Completely redo the directional scanning system and local channel. Make it to where directional auto-updates with the Local info so you don't spam the system constantly. Have the Local Channel act like all the others, if you don't talk you don't appear in channel. Have both a "passive" and an "active" signature response.
If you do talk in local, you "brighten up" your signature on directional. If you hit the scan button, you "brighten up" your signature on directional. If you activate your MWD you "brighten up" your signature on directional. If you "Active" target someone you "brighten up" your signature on directional. If you are radiating energy of any kind, (salvagers, tractor beams, mining lasers, etc...) you "brighten up" your signature on directional.
The Brighter your signature is, the more someone can know about you. You might even get a "warp-to" lock on a really active signature.
2. If your probing skills are good enough, a covert-ops may appear as an Anomaly of some kind. Allowing you to get on grid with them. If their signature is low enough, ie, "running silent", they will not appear on the overview or directional, unless you are "actively" scanning.
3. Allow Covert-ops to passively target while cloaked. Note: Firing weapons or Bombs will uncloak them due to the 2km distance rule.
