I'm no pvp expert. But here's my 2 cents.
'skill' is related to winning.
Winning is not guaranteed. However, it is more likley that you'll win if you fight on your terms. This implies a plan of some kind, and workig knowledge of what ships do what.
Planning is good, reacting to a situation is good. being psychic helps too.
Here's my only story: When I was learnign PVP (i had just started to get serious about it) My corp and I where all on SISI testing out battleship fittings. It eventually turned into a "who can kill who" fight. There was one particular pilot who had been solid pvping for about 3 years. (I wasn't even a year yet and had a massive 17mill SP vs his like....40 mill) Most of the corp where high sec carebears that would fit railguns on a raven if given the chance.
Now, for the most part, the battleship fights would go like this. "Warp to 0, traget, activate tank, activate guns, pray". Seeing this behaivor, our experianced pvp'er fit out a t2 megathron, with t2 large blasters. OMG he was tearing threw them 2 at a time. Everyone went on and on about his 'skill'.
Then came my turn. I fit my abaddan up, warped to him at 15 (trying to take a little advantage of my range) and proceded to head away from him. Of course I didn't know about his AB and he was able to catch me and chew threw my tank w/ the superior DPS only a close range blaster boat can put out.
I was not satasfied. I challeneged him again. I got in my abaddan again, only this time, I dropped my tank, added heat sinks, nano fitted the low's, added a cap injector, and used scorch crystals instaead of multifreq (average range of about 40k). I showed this fit to my corpies, they where like "OMG he's gonna insta pop you w/outa tank". I warped back to him at 40, activatd lasers and turned to run. Only this time, when he activated his AB, i activated mine.
A few, short minets later, I was looking at the debri of a once un-stopable megathron. he was nice enough to not warp out on me as he said "you have learned grasshopper". We fly together now and it's alot of fun.
I learned alot that day. 1st of all never get withen 10k of a t2 blaster fit mega  . 2nd, knowing the situation, and using your advantage will win more then your skills and abilty to fly a ship.
