In my opinion you don't really need to be cap stable for L3's, you just need to have enough of a cap buffer so you can rep through the heavy DPS. Below fit has almost 6 minutes of cap and 300 DPS with depleated uranium, perma run your hardeners, and pulse your booster during the npc waves. Drop everything to meta 3 and your DPS only drops to 280 (depleated uranium again). You can also swap the tracking enhancer for another gyro and just let your drones take care of the frigs. I ground L3's in both the meta fit and the T2 fit below with no issues. I would not recommend it for L4's though, just use the isk from your L3's to buy a Phoon or Mael.
