This topic is admittedly quite vexing for those of us with years of experience.
A couple of points that the OP should realize before demanding faster training time:
1) Tier 2 BC's were put in specifically for you folks, so you wouldnt feel so impotent in the game for a protracted period of time. Tier 2 BC's actually rival Command Ship damange and tank in some cases (and in other cases just excel CS's), and Command Ships (which many of the vetrans trained for) are a very SP intensive journey. The intro of Tier 2 BC's have already removed the need for you to fly frigates and cruisers, which many of us spent many long months in. In other words, the changes that were made for newer players - that being you, invalidated long hours we spent training, and patiently waiting.
2) Learning skills were removed for newer players - as pointed out above by a number of players
3) Someone made the comment above (none too intelligently) that they were able to max out their other MMO character in 5 months (to level 85 etc). The obvious question is: Why didnt you stay in that MMO if that is what you wanted? I would guess that since you had NOTHING left to accomplish it was pretty boring. Obviously EVE seeks to counter this issue by requiring some time, patience, and a progression path that has rewards built in along the way.
4) In other MMO's you have to grind to gain XP which results in moving levels. In EVE, you dont even have to be online in order to gain skills. Set your skills and log out if you are bored and dont want to wait for it....OR you could investigate many different aspects of EVE, and take part in all sorts of other aspects of the game. Your choice. There are actually a number of MMO's that are moving towards this method of gaining skills, as it makes more sense, and is more appealing for players. Perhaps you should appreciate what you do have in this game, rather than trying to i) ruin it for others (and the change you are suggesting would ruin the game) and ii) being completely selfish and insensitive to the other people who have long hours, patience and money already invested.
Of course that's probably too much to expect from the OP being part of the IWANTITNOWDAMNITNOW generation.
