Been looking around for about half an hour and the best I've found is still 50% courier, and the courier missions pay no more than the L1 equivalent but have 3x more jumps.
I considered changing factions but I don't want to mission for any of the big four, since I don't want to be barred from half of highsec...

You can mission for any of the 4 empire factions without issue if you reject anti-empire-faction missions.

There are 31 lvl 2 Sisters agents, none of which are from the main combat divisions, best you will get is Admin which is 75/25 combat/courier.

Except... SoE also gains you standings with two empire factions... and causes you to lose standings with the other two? Don't recall if there are a lot of anti-faction missions with the SoE though.

Story lines from SoE increase Gallente and Minmatar standings (been using lvl 4's to get out of < -5.0 Gallente faction)
SoE definitely don't like the Amarrians, got a Amarr faction kill missions from them. Did one of them and my Amarr standings dropped a couple of points (+5 to +3 iirc)
Also got some against Mordu's Legion, although standings with the Mordu didn't take any real hit (less than 0.01) |

No, for example, the only faction kill mission I get from my agent is Enemies Abound 1 of 5. I simply reject it whenever it comes up. It never hurts my isk/hr as I have two high quality agents in 0.5 within a couple of jumps of each other so I never run out of missions.

Ya, just decline _all_ player faction missions.
SoE storylines give very slightly negative derived to Amarr (-0.600) and Caldari (-0.150). It is such a small loss that it really doesn't matter, especially compared to the gains to Gallente (4.800) and Minmatar (1.500).
Now if you do storyline missions for Gallente or Minmatar your Amarr and Caldari will really plummet fast.

Hmm...
I don't suppose there's a fairly neutral faction around that doesn't have awful missions?

There is a light at the end of the tunnel. Their top level is very nice. Lots of combats, jsut a courier here and there.
You will have to fly to rens area for the lv 4 storylines if you use highest agent in gicodel unless something changed (ain't run them for a few months). Just a heads up...its not too bad most times but sometimes you would like something closer I found.
Also will grind 2-3 fast. There are the only real corp in the faction, every storyline will be a corp boost from the main soe corp as well (main factions like caldari...got standings all over the place from mixed storylines).
