Does it always spawn? Whats the max time? If i complete and turn in the mission, does it change anything?
If it doesn't spawn in the serpentis can it spawn in the guristas?

Doesn't always spawn and if it does the chance is low it's gonna be one that drops faction loot (usually just a regular battleship). Can take up to few hours to spawn (but if he does usually withing first 2 hrs of warping into pocket). Mission despawns with everything (except wrecks) when you turn it in. So if you're hunting overseers you don't wanna turn in till yuo kill them. Yes, can also spawn on both sides.

The first time i heard about it i finished the mission (not turn it in) and warped back through into the serp 2nd pocket and the 4 mil overseer was there. The second time i went and ate dinner and he never showed.

Yea they won't spawn every time, i don't remember if completing mission objective (without turning in) prevents spawn if it's not up yet, but if you're really after them just don't kill objective completion triggers in last room (4 battleships that are present on warp in).

I do this mission a lot. I have no idea how often, but it's been over 100 times atleast. It's not uncommon for me to farm it with up to 4 level 4 agents in adjacent systems simultaneously and stock up on it after every downtime. It's a good moneymaker, and the chance of faction loot is just icing on the cake if you have a super tank like a rattlesnake or dual large reps on a Domi.
As far as overseer spawns, it's random. Sometimes both overseers are waiting for me the first time I go through the gates. Sometimes they aren't there 22 hours after spawning the mission and going through the gates dozens of times in a shuttle or MWD-equipped ship .
Some people *swear* that going through the gates is what triggers it. I'm not so certain. It's frustrating if you are expecting it. I find it's best to just check maybe once when you clear the mission, and maybe once or twice more if it's convenient before downtime if you intend to farm.
I haven't kept close tab on my spawns, but I would say that I can get atleast one of them to spawn maybe 95% of the time if I keep checking throughout the day. I can get both to eventually spawn maybe 30%. The chances one of them will have a bounty higher than 1 million is about 20%, and the chances those higher bounty ones will drop a faction mod seems to be about another 50%, with the majority of those being Shadow Serpentis ones. Not great odds, you would probably have better chances of faction loot if you did explore sites and escalations. The chances of getting pirate tags and blocks of 1000 ammo/missiles are very good.
Looking through my loot, these are what I've stockpiled so far: 1-Shadow Serpentis Large Armor Repairer 2x-Shadow Serpentis Magnetic Field Stabilizers 1-Shadow Serpentis Sensor Booster 1-Shadow Serpentis Tracking Link 1-100mn Shadow Serpentis MWD tons of various Shadow Serpentis armor coatings and energized platings which are pretty worthless.
The only Dread Gurista item I've gotten is a Dread Gurista Ballistic Deflection Field

I'm very sure that is what does it. that and it seems to spawn more often when I kill the respective spawn in the first room.
as for loot, I've had one overseer drop faction loot (not even very valuable), I've run quite a few missions in the last 4 years.

The chance of The Overseer spawning is indirectly proportional to the amount of tank I currently have on my Noctis while salvaging that room.

There's been alot of threads on this topic. And most came to the conclusion the the one and only trigger is activating the gate (and warping to the next pocket). No time trigger. The overseer has a chance to spawn every time you activate the gate and you can activate the gate as many times as you want so with alot of patience and luck you can force a spawn every time.
2) If I complete and turn in the mission, does it change anything?
If you turn in the mission it goes away ... obviously. I don't know if triggering completion changes anything concerning possible overseer spawns. However if you plan on farming the mission multiple days in a row you cannot hit the completion trigger.
3) If it doesn't spawn in the Serpentis pocket can it spawn in the Guristas pocket?
Both spawn are unrelated. You can get a spawn in both pockets. There is a theory that the overseer of the main faction (the one in the last pocket) has a better spawn chance, but no real proof exists.
I haven't had an overseer higher than 800k bounty in the last year, so you must be lucky getting a 4mil one right away.
Question: Did anyone ever trigger the overseer more than once a day?
