This issue is just because your client does an initial temp image, which can sometimes suffer from a bit of compression. It gets rid of that image once the server has made a much nicer render and resized it correctly.

Thank you so much! Now I'll have to wait due to DT, but good to know! I guess the habitual logging on and off makes you used to seeing the same thing over and over again...completely missed it. Thanks again!
You should also be offered a re-customization (including sculpting) when you enter the game (to use once, but at your leisure, i.e. you don't have to do it on first login). You may have previously suppressed the message, check ESC menu, Reset Settings, there should be a Recustomize Character in the left section. Note that this is a per-character setting, so you need to be logged in as that character to change it.

There is a hour delay on getting the new portrait. Assuming no backlog on the rendering server.

If you select "Don't ask me again", you won't be asked again but the offer will still be valid. You can clear the suppression via the ESC menu if you do want to be asked again
