Fast and easy to implement.
Could easily run it from a generic x_charges_over_time system, much like the attribute respec system, except not with a 365day timer.
Or if you are really really really lazy: Max jumps=2. And earn one at daily maintenance.
It can be done in a number of ways, just need to decide on whether to allow it or not.

Sigras, I don't think you understand. To argue against this you need to come up with a way that this proposal would create a problem that does not already exist. You already can pod jump indefinitely to a myriad of locations without reprecussion so long as you are in your non-expensive clone. If anything this proposal would reduce that capability since using the second jump clone within 48 hours would only be of benefit if you were wanting to get back into your expensive clone, thus locking you out of free travel for a long time. Whereas previously you'd just be stuck in your crap clone for the remaining 20+ hours more likely to pod jump around to project your force. This would really only have use for the every other day casual PvPer - something EVE is lacking largely due to a lack of such a system.
No one has come up with a way that alliances could exploit this to provide force projection beyond what is already capable with pod jumping.

This has been suggested over and over and over, just introduce a skill that reduces your wait between jumps by 10% per level then it is once every 12 hours.

Pretty much this, don't allow clone jumping to other locations any more often than usual. Allow people to jump between clones at the same station as often as they want. No additional force projection, allows people to have the right clone for the job, more casual PvP. Problem solved?

PvPing would have the identical "risk". You're still in your cheap clone, you're still required to fly a ship. You just don't have to log off bored after it happens and go play another game while waiting for EVE to actually let you do what you want to do again.
Current situation for someone living in highsec:
If I want to protect my +5s for a 3 hour PVP session (engage with war dec, low sec roam etc), I must lose the advantage of them for 24 hours in training time.
Proposal:
If I want to protect my +5s for a 3 hour PVP session, I must lose the advantage of them for 3 hours.
For high-sec dwellers, I think that is a substantial shift, for null-secers it probably makes little difference.
For missioners, I can now clone jump if my local agents have bugger all to check the distant ones, safely knowing I can return after 4 hours either way. That I suspect is a massive income buff.
For nullsec, someone already made the point about defendable space, I won't repeat it.
I am sure it has value in industry too....
My point is that instant travel is a powerful tool, and it should come with a penalty - I would like to see a mechanic that enables it, but it shouldn't be free - would be nice if there were a skill or two involved.

I like the idea. but travel is allready too easy in eve.
It would be better if 'teleporting' and clones were separate. 1 week cooldown for teleporting and no cooldown for changing clone.

How shortsighted are you?
1. This changes nothing on the current force projection abilities jump clones allow. 2. Now you can doubly screw people by making a fake gambit, which causes everyone to jump over, then some of them jump back when they see nothing is happening and are stuck for 24 hours longer then they were before, allowing you to attack the next day against small numbers then the current system would have allowed.

You just want to be safe in high sec, ready to jump to 0.0 for a blob CTA, then jump right back to high sec for missions.
Shuttles, coverts, or live for where you are fighting for.
