I want to make some money off salvaging i am caldari and i was wondering what would be better.
1. going to low sec or 0.0
or...
2.ninja salvaging
also what ship should i use i was thinking about getting a covert ops ship with MWD.

all of them
only Covert Ops, Stealth Bombers, Force Recons (not Combat Recons), Blockade Runners, and Strategic Cruisers with a covert reconfiguration subsystem can fit the covert cloak.

Cloak ships aren't really the best choice. You'll make better isk from ninja salvaging missions than 0.0.
Everything can fit a cloak. Only covert ops, stealth bombers, blockade runners and force recons can fit covert ops cloaks.

fit simple trash arbi with salvager. Fly to silent low-sec system and hunt in belts. There are chances that you find faction spawn and get some loot and T2 salvage from it. Survival skill leveling as a bonus. With first good loot you can buy 10 more cruisers to replace possible loss from pirates.

Ignore this tips. To make profit from rig construction you need researched blueprints and decent industrial skills. Just sell salvage if you choose ninja path.

You can make 2 bill or more ninja salvaging in nine days?

Around 8 hours a day, and of course you can't rat in 0.0 within one day of creating a character.
Was interseted to know because if you could then most people would ninja salvage.

So nine days at 8hrs per day works it to... 4.3¦.2b. Of course you'll have much higher variance in 0.0 if you can snag something like an officer drop. But then you're getting into ninja ratting. Ninja salvage on the other hand is very closely related to mission runner activity so weekends are worth more than weekdays.

I doubt it, even with ability to tractor wreck and not the need to scan down a mission site and hope it is something good salvaging was even back when it was worth more not worth it if you ran missions with a semi-decent setup, if it would effectively give me 80M/hour with minimum skills + alot more since I dont have to waste time scanning, can use tractor beam, hell made nice wreck balls with marauder, it would definately have been worth it.
That is unless you are one of those who forgets to mention he uses 4 accounts in parallel. And the vast majority of ninja salvaging happened to irritate people, not to actually make ISK. If you want ISK from salvaging then ninja salvaging is just plain stupid and only a last option, easier: just ask in local fi you can salvage someones mission in a mission hub. Then you can tractor wrecks and dont have to scan anything down.

First, only salvage stuff people have abandoned. If you go and salvage an active mission and/or complex, your ship will immediately blow up. Besides, it's just plain rude to gatecrash.
Secondly, you need to use a destroyer if you aren't going to use a Noctis. If you can, put some salvage rigs onto it.
