How does anyone clear out such a system?

Uncloak, ECM the ice miners with their 5+ minute cycles, warp, cloak, and come back in a few minutes.
The towers are more problematic.

You know, with the whole 'smuggling and going under the radar in Incarna', that would have made a lot more sense. Cash in hand is always the preferred method payment for a black market dealer.
That or diamonds. Haven't found any diamonds in EVE though.

I dont think any alliance dropping 34 supercaps is mining ice in a .4, and i doubt all 44 control towers belong to them. As to how you clear it out, why bother? You cant moon mine in .4, so none of those POSs are more valuable than the mods on them, garuntee the BPOs being researched are in a station.
Its not like there is a limited number of moons in lowsec, there are loads of moons without towers all over the place, in fact i would say the vast majority of moons dont have towers on em.
