In terms of survivability and having the choice (lets say in a rig for example) of either adding a little more speed, DPS or tank to a frigate what would you choose? A little more speed could equal the same benefit as an actual direct tanking mod. Same with more DPS as the quicker you kill your opponent's ship the quicker you stop taking damage from it. In this respect there is a certain degree of equality to whatever you choose, or is there?

Most of the time in a frigate speed is your tank, that said if you can fill a hole in your tank thats never a bad thing, overall though I'd go with damage or speed on a frigate, armor rigs slow you down and shield rigs bloom your signal. If I'm choosing between speed or DPS it would depend on the what I'm starting with as far as speed or dps before the rig, its a judgement call which one do you think fits the fight you want to fight.

I would go with a speed mod as it not only, as you said, gives you a resemblance of tank but also alows you to work in a larger field such as getting under guns faster, crashing a gate, catching a target etc just my thought

Only time I wouldn't suggest a speed rig or tank rig is with a ranis as the speed rig cuts your tank and the tank rig is largely irrelevant and makes you slower

As for speed, well some AFs are particularly slow for a frig sized vessel so it seems like a good idea to speed them up. However a "little more speed" may not be enough to make a difference. It would be nice if one could say that all frigs should be at least "this fast" to be viable and therefore if your frig is not "this fast" then you need to mod it. However I don't feel that is the case.

The frigate class is the most balanced of the lot when it comes to tank/gank. You can in most cases add damage and do as well as if you had gone tank .. breaks down somewhat when you add T2 resists and damage types. I rarely tank T1 unless for a specific target, like arty-trash at 30km where you have to survive two volleys on approach for instance.
Shield Rifters are a special case as shield rigs are superb compared to armor ditto (speed hit makes pandas frown) .. does make them easier targets for the bigger fish though so a trade-off.

Actually there is one very important factor I forgot: capacitor. Let's say a Gallente frigate that tends to be cap heavy, even with skills, at what point does one think to add a cap rig or two? Cap rated at less than 1 minute seems to pretty much demand a cap booster or rig of sorts. What does one feel is a comfortable amount of cap regen on a frig? What are roughly the chances of being nueted? Better to be safe than sorry?
Side note: Are Minmatar frigs the only ones that can enjoy cap stability? Seems kinda weird that even with the most basic fit that a frigate should run out of cap in one minute. Cruisers on up you can fit standard and there is no cap issues. So frigates, smaller modules, why the lack of cap on some?
