Some sites block a lot of these countries right off the bat because there really isn't many eve players there if any at all. Confirming this the NC, DRF or PL are highly unlikely suspect as there has been previous instances where they could have attacked yet they didn't.

They are maybe a bit too expensive for you as solutions, but of course i'll leave that to you.
