I use the ishtar exclusively in a number of different configurations, but most of the time I'm doing plexes which means I want my dps maxed.
Another consideration is that with HAC 4, the ishtar has 325m3 drone bay, while the gila has 400m3
Ishtar with faciton armor hardeners save a lot of cpu and doesn't add much more cost. Always try and fit at least one omni-link. I've recently used a shield ishtar with no omni-links and the difference was very noticable, since its always better to snipe frigs and cruiser on approach with sentries than to use light drones for them. I don't have t2 heavy drones so I can't comment on how effective they are, I usually carry 5x hobs, 5xhammers/vespa-600's, 5x warden iis, 5x garde ii
I've found that an armor tank gives you more options and flexibility in combat than a shield tank, but you'll get an overall better tank with shield if you devote all meds/lows/rigs to it. I expect for lowsec stuff on a gila you'll have enough tank to spare a rigslot for a t2 sentry damage augmentor and 2 mids for an afterburner and omni.
on the ishtar I have 5 highslots for utility. I often use a pair of salvagers, a small gun for aggro, a cloak, and a remote repair for my drones. This sometimes gives me cpu issues, but with the high cap recharge of an armor tank, you can make do with offlining and onlining stuff as needed. Not so if you've fit shield power relays.
Finally, one last consideration that you've not mentioned yet. The ishtar has an inherent drone control range bonus. This means it can snipe rats from 77km (85km with all lvl 5, but it only target to 75km without mods). The gila has to fit a drone link augmentor (50cpu) to use wardens past 57-60km. Certainly its not always an issue, but the extra range is very convenient.
