It seems like every time I log on to test ship fits and what not there are capital ships or bs at the frig beacon, people killing me outside station, getting podded. What happened to the days when people respected the rules of the test server.

They removed the rules.
The FFA system is FFA, anyone can kill anyone anywhere in 6-CZ49. |

But the few remaining rules say you can only fight non-consensually in the FFA system.
Basically CCP Oneiromancer is bad at their job and made a mistake, new Sisi is undeniably worse. They should do something like designate a few systems for each class of ship to fight in. At least cynojam a non-capship one and don't let moveme get around this. As said before, you could even put some CCP time in to make bans automated if people are flying disallowed ships on killmails in these systems (tell people not to have privately arranged fights with the wrong class of ship in these systems), and the CCP staff are freed from what I assume is the majority of manual test server ban work.
Gated beacons as a solution intent on keeping FFA in the same system means the camps would move to the pve gate. Seeding several specific systems is a tiny change/copy-paste to the mirror/setup scripts.
If you're going to have a test server where the only things of value are people's time and some unseeded ships, you need to consider that when setting up the thing. Don't do a half-arsed job, seed the rest of the faction ships, remove the unbalanced AT prize ships (which never used to be there, is some dev needing to fly them to feel special or help their ingame mates?), and move the supers away so they can't sit in all FFA beacons with smartbombs running. |

They changed some rules, but the beacons before the change were only guidelines, unless they were noted in the actual rules on the forum.
The only old rule in regards to this can be found here and was as follows.

Also now you cannot fight 'anywhere' in the 6-CZ49 system. Gates and the station, are meant to be areas of no aggression whatsoever.
You can report rule breaking in the correct thread. But I will admit that the dev in charge of banning the rule breakers, seems to have gone awol. 
If you wish to fight with friends, there is nothing stopping you all doing so in another system. As long as you give consent.
