Is it possible to produce any P3 products from just one planet?
Are there ressources there, and can you achieve the required power and CPU output from the command center to run enough extractors/processors etc?

It is indeed possible. Just not practical. The Advanced Processor for combining the Consumer Electronics and the Mech Parts will eat up too much CPU and Power, and reduce your extraction potential as you cannot have many Extractor Heads.
Best to set aside one planet as a Production Planet for all P2 and above.

I'll second that.
In my experience, extraction and P0 to P1 processing is best done on a single planet. An ECU eats up enough grid that there really isn't much left for more than a few BIF.
P2, P3, and P4 should all be done on the same (barren) planet without any extraction, simply to avoid the rather large import and export taxes.
Beware of those taxes, as they can completely ruin your profitability and easily have you operating at a net loss.
