Sitting in a belt mining in my retriever and rats keep spawning before i even get through half a cycle of my strip miners. I kill them start mining again, half a cycle they spawn. keeps happening. What gives?

Someone chained your belt.
Explanation: If you kill all rats except for one, the next spawn happens sooner. If you do it long enough the spawns start happening very quickly.

People chain belts in empire? 
OP it's totally normal, you shouldn't need stop mining just because of empire rats - even in a Retriever.
IF you are having problems, move to a higher sec system (which have weaker rats) untill your support skills are good enough; and/or have training drones high enough to kill off the rats fast enough.

Perhaps someone wanted to annoy miners? Maybe he counted on some bot miners to not fit a tank? Maybe someone was just really really really bored. :)

If they're Guristas rats, they'll permajam his retriever so that he loses lock on the asteroids.
If the drones are set to aggressive they will kill the rats (provided the drones were undocked before the rats start attacking or jamming his ship), but until the rats are dead he'll stay permajammed.
As for better drones, train Drone Interfacing to level 4 to get +80% increased drone damage. (If you're a Gallentean you want DI to 5; even if you're not a Gallentean, you'll probably want it to 5 eventually anyway.)
Also use T2 drones. They kill significantly faster.

I can tell with just t1 drones and no tank mining in a retriever in 0.5 is a very annoying experience.
