Rats target drones?
So that is what happens to my drones when i fall asleep mining and wake up with a trio of rats pecking at my Hulk and not a drone to be seen.
In fact, drones guarding a mining ship might not even respond to rat attack at all if the rats go for the drones first.

You wish that rats target drones? If so you should be happy because they do.
If rats are not target locked onto your ship then they can lock onto your drones as they are likely to be nearer to them.
Once the rats are all locked on to you, your drones are safe, unless the rats come in waves then the next wave of rats might and usually will target your drones unless you get all the aggro back locked onto your ship.

I thought they had always been attacking drones, is why I rotate during combat when they start taking damage. bring them in to regenerate shield and send them out again, or if too much damage is inflicted send the second lot out.

You don't really need to rotate, if new rats appear that have not target locked you, just bring the drones back to the bay get the target locks onto you ship and send the drones back out.

I wouldn't mind aggro on drones so much if CCP buffed drone HP and/or buffed failguns. Ultimately it's a nerf to everyone and doubly so for Gallente and their droneboats.
Buffing drone hp is necessary because the update on their sh/ar/st status is lagged. By the time their status is updated, you recall the drones and they return you're certain to lose one drone times however many times you need to recall them in a mission. At that point you might as well use bombs for missioning, they're cheaper.
Without such a hp buff then CCP needs to buff failguns so the Gallente doesn't need to rely on drones so much.
Either way, CCP's goal is met, lessening the chances of AFK/botting missions.
On a side note, I don't really mission any more. I'm out in w-space. Running sleeper sites solo with drones is pointless. I don't mean pointless as in "Oh I have to recall my drones every once in a while", I mean, "Holy failboat Batman, I have to recall my drones almost as soon as I launch them". If this is what missioning is to become then do yourself a favor now. Stop skilling hybrids and drones for PVE. Instead skill a Tengu and heavy missiles. The Tengu is the "I win button" for PVE. I tried it a few months ago and I can't believe how easily missions were completed. So, while CCP is busy nerfing Gallente into complete and utter faildom for PVE, you might as well take advantage of the Tengu's overwelming unbalanced superiority in shield tanking versus armor tanking, weapon modules that don't require any cap, no tracking issues, superior missile DPS as compared to other weapons when tracking, cap, distance penalties are factored into DPS. Don't forget you can easily have a +70km range with heavy missiles or a 0KM range with absolutely no penalties on DPS. I mean, that's just frickin insane, all while you're doing more DPS than any other weapon type that can even consider hitting a target at +70km. Can we say imbalanced?

Like the OP I think the mission rat/drone dynamic has changed. My drones have recently started to chase after dormant rat groupings in deadspace, rather than focus on the group I have targeted and am currently firing on. The previously dormant rats then defend themselves against the drones, which of course *pop* if you don't reel them back in quick enough.
Happened to me just yesterday in 'the assault'.
Not sure if it is a bug, or intended.
