IF you are in an NPC corp like the scope can you shoot and kill other members of the same npc corp in high sec?

You can kill anyone anywhere in Eve. But doing that has consequences in places like high sec. ---

I understand that, my point is you can shoot corp members in high sec if in a player owned corp together without concord interference, was wondering is this the same for npc corps?

No. If you belong to an NPC corp you are effectively without corporation. Your wrecks/cans aren't corp-tagged, your fellows have to go red before you can shoot them without CONCORD stopping by for tea and death, and you cannot see them on the star-map. ---

No, Concord will pop you if you are in an NPC corp and shoot at corp mates. If it weren't, Couster f.eg. would be a slaughter house for noobs that are members of the Federation Navy Academy. ---

It's not really important enough to rage about, but I've always thought that NPC corps should be differentiated. True noob-corps like FNA should work under the existing rules, but you had to leave after six months to a second tier NPC corp like The Scope. And The Scope and others like that should be war-deccable, and work like normal corps.
Well, to prevent too much griefing you could have it so that wardeccing The Scope would also mean war-deccing the Gallente Federation. :) Anyways, that's neither here not there. ---
