I'm a new player looking for a skill plan. I want to fly minmatar ships and do missions, right now I'm flying a rupture looking to fly a hurricane and than a Maelstrom. I have two remaps anyone has some kind of skill plan? Should I maximize some attributes during sometime and than change to and equilibrate stats plan? Any help is welcome.

I recommend Evemon http://evemon.battleclinic.com/ It will help immensely in forming a plan. There is a button to optimize attributes to show the best attribute setup for your plan. At this point slow down and get your support skills (Gunnery, Mechanic, Engineering Drones etc.) up. A rush to a large ship will only end sadly. All that being said, Minmatar is a blast. The Hurricane is one of my favorites.

those skills can get you into a passivecane which is an amazing fit and ship. Honestly i agree with getting your support skills up. Electronics, engineering, mechanic, shield operation, energy management, etc. any rank 1 support to level 5 is a good idea and easy enough to do. AWU (advanced weapon upgrades) and all others like electronic up's 4, etc. minmatar is by far the most skill intensive of the races. But minmatar is also amazing because of this. And cross training with good missle/drone skills is easy as pie.

"you will start and have to use T1" as T2 are expensive. This build has been very fun and useful to me. And it has the tank and dps for "some" level 4 missions. But ultimately you will want to get your skills up to flying a BS "properly" before doing level 4's. If not simply for practical but also for ease. (incoming heavy assualt / assualt ship level 4 grinder.)

114 skills; Total time: 139 days, 14 hours, 23 minutes, 48 seconds Those are all support skills you will need and use. and they will be the most useful 5 months you ever spend training in eve that I promise.
Also, just so that a long training que doesn't scare you off. It takes 3-4 months in almost any MMO to get into a competitive / end game level. And unlike some MMO's you get to keep these skills and utilize them for as long as you play. Not just until a new expansion comes out and makes them obsolete. "cough" wow "cough"

I'm about to end to get the certificate of standard projectile cruise turret, after this I'm thinking about remaping my attributes to maximize Int and Mem, and trains all electronics,mechanic and engineering skills that I need, since I have 2 remaps after this I could remap again and follow the attribute suggestion from evemon. Or I could maximize Per and Will and train gunnery, missiles and spaceship skill. What do you think? It's worth or Its better to just stick with the evemon suggestion? Maybe maximizing the attributes for some time I could speed up the train process.

Check evemon to see how much time you are saving with a remap. If it isn't more than three weeks from your regular stats. It's probably worth saving it for a year plan that can see the benefit of that much or more. Honestly I think a second opinion besides my own is needed.

My first idea was to use a BS to run L4 missions, but after some research and reading I'm thinking about smaller ships, how other ships ( HAS, T3 cruiser and command ships) perform compared with a BS, better, worst or the same thing? Since they use smaller guns I think they will be easier to use against smaller targets, not sure if there is a lot of them in L4's anyway.
Sugestions?

Although Tengu's/Loki's (T3) are good mission runners, remember you need the racial cruiser skill to V (and the T3 subsystem skills which will take about a month to max out as well). And, depending on your implants, that's like 17-20 days.
You better can start of of in a BS first (as intented for L4's) and train your support skills / gunnery or missile skills to a reasonable level first.

I wanted to do that as well but I found it was faster/cheaper to just get basic BS skills first to run lvl 4's. Unless you have a large pool of isk to play around with it would take a long time to be able to afford the t3 ships/mods from running lvl 3's (if missions is your main isk generator).
