I was eft warrioring on a Jag and I came up with 2 fits I really like. One has a dang descent tank web/ scram and afterburner, the other one is dual prop but has no web and about 20 - 25% less tank. I'm not asking about fits here but which do you think is better, the web or being dual prop? The buffer drop on the tank was like from 12000+ to like 8000+ and from 41 dps recharge to 36 dps recharge going dual prop. DPS done is even.

Dual prop, cause anything you'd have to web you won't catch with just AB anyway |

If your expecting to fight larger ships I would say Prop, other Frigs Web.

Facts: you want to control range - typically kite blaster boats, approach laser boats, orbit cruisers or bigger and/or bug out if the incoming DPS are too much but you are close to scram's edge etc.
Worst case scenario: you are scram/webbed in the process.
MWD only jag, no nano-mods/rigs : webbed does 179m/sec AB or DP Jag, no nano-mods/rigs : webbed does 412m/sec
More than double the speed, more than double the transversal control for staff that try to orbit you. The same goes for other, non-ABing frigs: AB gives you more range control than scram/web in most cases.
I think unless you are flying rail ranis etc, most frigs that can do dual prop are more versatile than MWD/scram/web. And yeah, AB/scram/web = absolute for range control, but its more for baiting than actually hunting - unless you are a dram.

For lowsec I would say thats personal choice, if you want to avoid being kited off drams and slicers from 20km then duo prop but for most situations web/scram and ab is better.
For 0.0 duo prop is the ultimate choice, it helps when running back to gates (scrammed, ab instantly on) When you catch that tackler 60-70km off his gang an AB will help speed tank drone swarm and negate as much missile damage as possible to get the kill and gtfo.
There are lots more scenarios where duo prop will save you and a web wouldnt have made a difference

Good points, I guess the dual prop offers more of a gtfo option than the afterburner/web thing if you are up against a similarly equiped ship thats getting the better of you, I imagine the web does more for my tracking though

Remember that the web helps other people too, so if you're flying in a gang, you should weight that into your decision.
