According to some I didn't bot but I still get banned posts claim that they were only using cache readers. I don't believe them one bit but I am still feeling a bit paranoid.
According to Screegs(?) programs that read eve files are illegal. (Not sure if it was worded exactly like this)
So umm. how safe/illegal it really is to use programs like Eve mentat for exctracting price information from cache? I don't see anyone complaining here but still I feeling paranoid?

IIRC, CCP's stated position is that you may never have a program which interacts with the Eve client, but that reading any file the client uses (reads or writes) is perfectly legitimate.
So injecting Python or screen reading is forbidden, but reading the market exports or the cache or any of the data files is ok.

their position is that they dont have one Screegs in particular probably doesnt even know the EULA, if you watched fanfest vid you would see how he avoided EVERY SINGLE question with lines like "read the eula" "its in the eula" "depends on eula", especially questions regarding how to interpret the EULA :)
basically it still depends on the mood on particular GM reading the petition/handling the case, every one will interpret same things differently. They cant even decides how many cans on a gate should be considered making the gate laggy.

They can ban you at anytime for anything that pleases them. According to their recent post you could even be banned for asking this.

Latest from Sreegs is this:
Originally by: CCP Sreegs The forum is not the petition system. The forum never will be the petition system. You can petition both by sending an email to [email protected] and by using the support link on the navigation of this website. We'll review your case and be happy to spend time discussing it with you via the proper channels. Those channels are the petition system. We do not and never will discuss bans or petitions anywhere other than in private. We will not provide you with details about the detections, we will merely verify that they worked. When we determine that they have (and you'd be the first case where they haven't) we will repeat to you that you are banned for x amount of time. Unless you're botting or running a botting application you haven't been detected. By botting application I mean an application used for botting, nothing else.
Have a nice day and we look forward to your email petition.

You can also see the policies here.
The I didn't bot but still got banned people are historically usually found to have been botting, so I wouldn't trust them too much.
Either way, I don't think cache readers are illegal (as they don't seem to be client modification or exploiting or bots).
But who knows, conditions are a bit nebulous at best. Go make a new disaster, that's what I'm counting on. You're someone else's problem, now I only want you gone... |

They're not illegal. Once upon a time when that cache scraping started, there was a thread in the Tech Lab forum with a dev response stating that cache readers are allowed, but right now I have no patience to hunt that thread down. -- EVEWalletAware - an offline wallet manager |

Just to add a *little* more weight (beyond the present statements of opinion), Entity seems to have gotten CCP blessing for his cache reader package back in 2009:

It's pretty hard to put a number on that. First, this depends on the particular node's memory, bandwith, and CPU and what else is going on on that node at that point in time, so it's never really a fixed number. Could be 100 today (large fleet battle going on next door), 100,000 tomorrow (you're the only player on the whole node). Second, given the large population of douchebags in any MMO, you can be sure that the moment they say "10,000 is too much", for instance, you will immediately see players put down 9,999 and claim it was OK since the devs said so. I'm not trying to be apologetic for CCP here but the moment they fix this moving target they would be shooting themselves in the foot.
