Sounds right, they want PVP not poking fun at carebears. So you go after PVP fitted ships, which is what pirates fly.
And unlike FW, pirate hunting takes more than just blob skills

I was in an anti-pirate corp... once. Frankly, if I want to get in my ship and go kill a dude I will do so indiscriminately. There are few enough targets in lowsec without adding any additional constraints to who I should or should not engage.

One is essentially about preying on others for the sake/thrill of it, and the other is about trying to punish those perceived as jerks by giving them a dose of their own medecine (whether or not it works). There are several really good games out there that serve as balanced environments for competitive pvp. EVE is not one of them. It doesn't want to be. Instead, it offers something different, something the other games don't. It's up to you to decide whether this environment and the resulting "pvp" is something you enjoy. Personally, I greatly prefer the competitive pvp that a solid online FPS (TF2 for example!) has to offer, and thus do not "pvp" in EVE. Hmm, off topic? Maybe. I blame the caffeine.

What if I am the "bad guy" but I think I'm the "good guy", then all the "good guys" from the "bad guys" of my view in their point of view think that I'm the "bad guy" even though I myself think I'm the "good guy?" See what happens? It's all relative you fruitcakes, and I'll be damned if you tell me that "pirating" is not actually "anti-pirating" because frankly when i kill mission runners, I consider them "pirates" because in actuality they're killing the jolly old "pirates" that are actually just frolicking in their pleasure hubs doing no wrong. So basically I'm preying on the "pirates" because while they think they are not "pirates" they are "pirates" to the "pirates" and thus I am an "anti-pirate" despite being considered a "pirate" by those who think they are "anti-pirates" and who also think the "pirates" in my view are carebears.

There is not one uniform group of anti-pirates, so what I say obviously doesn't apply to everyone. But I can tell you that at least Electus Matari does not think that "killing people is wrong" (in-game) - quite to the contrary. EVE is a pvp game, and a major part of that is blowing up stuff. This game would be frigging boring without pirates.
Every player decides for themselves who they want to shoot. Some pirates like to gank noob ships, others prefer to keep their sec status high to be able to go to high-sec or not provide such an "easy" target and ignore noob ships as they usually do not provide much loot. People set various other people to blue to avoid shooting them for whatever reason.
"Anti-pirates" are not much different from that. We basically decided to shoot only people who fit our definition of "pirate". It's our way of playing the game.
In the case of Electus Matari, we chose that approach because we're roleplayers, and it fits our roleplay to be some kind of "space police" for the Minmatar Republic. That's our in-character reason. Out of character, we just blow up ships because that's what the game is about, and we sometimes (quite often) do not shoot at stuff because of roleplay reasons.
There are some anti-pirates who believe that piracy is "bad for the game" and/or that pirates are "bad people" in real-life. If you were asking about them: I don't get those people, either.
