Here is the relocation list:
Amarr: Ordion, Kor-Azor
Caldari: Uuhulanen, Black Rise (13 jumps from Motsu)
Gallente: Ation, Sinq Laison (5 jumps from Dodixie)
Minmatar: Gulfonodi, Molden Heath
Based on the rules:
- Corporation must be Navy/Fleet (people always believed they'd give better rewards and won't stop to believe that) - System security matters for reward but runners don't go to 0.0 or low-sec -> must be 0.5 system - Agent must be in new Security division - Level 4 - If there are more than one hits (for Caldari and Minmatar the case), prefer the system without neighbouring low-sec systems
Ation is actually 0.6 system. There is no Gallente agent in 0.5 which fulfills the requirements. (Whole Gallente race is completely broken because of this handicap.) Bon voyage.

So just a little unclear about something, because these new missions will be in 0.5 systems does this mean we will be stuck getting a lot of agent missions in low-sec?

No because he specifically picked systems away from low sec. On the other hand Gulfundi is pretty close to low sec and so is Emolgranlan so the guys that already mission in those spots will have the same number of low sec mission offers as before id expect.
One system id like to mention is Amo
2 jumps form Hek and is a 0.5 with a security agent
I think we need to realize that the paradigm of ppl running mishes JUST for the navies might be changing (even further then what it is now with ppl mishing for groups like ministry of war, or Brutor tribe or space lane patrol) So their is quite a bit of opportunity here for many new little hubs to pop up.

Alot of people specifically avoid working for the navies to avoid the large number of faction kill missions.

Option #2:
You can run missions anywhere, and risk low sec missions because there are less people around.

If you want to avoid low sec, Ation may not be so good a choice.
It's right next to Egghelende. Part of the "problem" of running out of next door Jel is that you sometimes get missions in Egghelende. I don't see that Ation would be any different since it only has two stargate connections. ---

I'm 99% sure missions rarely send you out of constellation, and a lot of people do avoid running kill missions against other empire factions, so I doubt navy/fleet corps will be in as high demand before. Unless, that is, people decide to remain/become KOS because they're stupid.
