Perhaps I'm the last to notice it, but I note when I change prices in market it is costing more than 100 isk, but it bumps the expiration of the sale back up to 90 days. When did this change? I like it, but bet this is having a big effect on market traders since trading costs have gone up. Is it slowing people down from changing prices so much with their .01 games?

At least since two years, probably a lot longer. And 100 ISK per order change are peanuts.

No, it changed. Its not 100 anymore, its a few thousand. And I don't remember it bumping it back to 90 days again.

No its still 100 ISK in brokers fee for updating orders (just checked it).

the math is something like 1% of your order in broker fees, or 100 isk, whichever is more.
on a new order, say for 5 mil, 1% is 50,000 isk.
if you update that order, it's only 1% of the difference (or 100 isk, whichever is more).
say price goes up, and you want the item without waiting for the higher priced guys to fill ...
price is now 6.5m. you're charged 15k, or 1% of 1.5 million.
say the price goes down, you set your order to 3.5 million. you pay 100 isk, because it's more than 1% of -1.5m.
skills and standings will alter this, obviously.

Its been bumping back to original amount of days for ages, I usually adjust my orders by a nominal amount when they are running out, so apart from initial setup cost, its 100isk most of the time for me.
