As the title, really. I reactivated an older account and would like to change the name of that toon. I can't seem to find anything regarding how to do this, only how to transfer chars.
Any pointers?

I'd still like to know if it's a possibility. I assume there's some kind of fee, but I'm still in the dark.

A while back one of my character's names had a capital letter in it that I didn't mean to put there. I think it was an "I". I petitioned and they changed it for me.
Depends on who you talk to and how much of a change you are talking about. In my case, I found another OC person who knew that capital letter was driving me insane

Changing capitalisation on newer chars is regularly done, actually changing names only happens if your name is found to break the rules. Otherwise it won't happen.

As far as I know, the big reason they will willingly do capitalization changes is the Eve client search doesn't differentiate capitalization, meaning wither or not you capitalize the name or not the character can still be found. Changing spelling of course prevents this, and can be problematic.

Also, if you think that convincing a GM your name is an insult will get you a good new name, you will be disappointed.
Your name will be changed to <race>Citizen<random number>. Not really a name you might want for yourself.
