I have found that using a carrier and a long range BS is great for running anoms.
I used an Archon and a Maelstrom loaded with 1200's, you might find a Chimera and a Rokg works well if you have the hybrid skills (rails). Use the chimera to kill off all small and medium drones while the BS works on the BS rats.
A Cruise Raven would work just as well
Cheaper than a tengu!

isk isnt an issue and i have a tengu (MAXED) pilot but can use raven/golem etc.. i want to be as efficent as possible if u see what i mean...

Just use 2x RR tengu and save yourself alot of trouble (Carriers make big targets)
****, even a pimped out Tengu can solo run C4 sites if you are careful about the trigger ships

you won't have capital escalation in c4 so fit for max dps and minimal tank.
tengu -> cn bcs in lows, 6 launchers in highs, active resists in meds (i.e. 2 invuls t2 and 1 or 2 x photon scattering fields t2) eventually lse t2 but not needed for added buffer. with implants it should push up to 770-790 dps. if you could squeeze 1 or 2 tp in meds that's great. note: since it's getting permacap from chimera doesn't need to be cap stable.
chimera -> key points: capital shield transporter and large regard power transporter for tengu (to avoid cap nos by sleepers) should keep your tengu alive in hardest c4s. meds -> resists, capital shield booster and eventually cap recharger, lows-> capacitor power relays (they stack so won't cripple your tank that much). rest of highs -> drone control units for more dps.
just make sure to start repping your chimera before letting drones out so sleepers will mainly aggro you not your drones. hope that helps.

Just for clarification - Pimped tengus usually cannot solo C4 anoms. The neuting change will leave your cap as dry as a 90 year old ***** and in seconds you'll feel the wrath of all 90 of those years taken out on your financial b-hole.

Maybe this is a dumb question, but I can't help but feel that the people cautioning against the use of the carrier are giving poor advice. Consider the following.
In the event that hostiles show up on directional, how exactly is the OP going to bug out with the ludicrous amount of points that sleepers throw onto the field? Having something more agile doesn't really help if you can't actually leave.
In the inevitable event that he IS jumped during his operation (it's a matter of when, not if), isn't a carrier/Tengu pair more likely to be able to defend itself than most other combinations of ships?
In the time before this unfortunate event, won't the carrier/tengu pair make more isk than most any other combination?
A carrier isn't really that much more expensive than the faction battleships I've seen fielded, and it's got the advantage of having an absolutely massive capacitor generation to counter neut pressure. It seems the perfect choice. The only unfortunate part is that capital ships attract killmail *****s in excess of their actual isk value ("ZOMG chimera!" instead of "zomg Nightmare!").
Is there something I'm missing?

I can't believe that almost no one actually test the game mechanics, especially since it took me about 5 minutes after the patch to figure this one out. I will tell you a little secret. The upholder bs only neuts out to 69km and the cruisers even shorter (like 39 or something).
