I had posted before about crosstraining from my heavy Caldari missile and drones fit to a gunboat, of which I have chosen the Arbitrator. Mainly, so I can use my drone skills to suppliment until I get trained up on armor and energy weapons. So, below is a first fit, seeing that I know nothing about the real needs to fit an armor ship (and I cobbled this one together from Battle Clinic & my own SP capabilities), I suspect I am making mistakes.
So, flame away - let me know where I am totally noob'ing this one up. However, be mindful that I will be using named modules for anything associated with either the armor or the energy weapons. (and yes, there will be a lot more drones loaded out - this was just a test fit)

Yea, I could do that but I learn nothing from it. Makin myself armor fit it I will gain some understanding of what works and how it works on L1's and L2's before I get my skills trained. Sustained Damage |

If you're using this boat for PvE, you must as well go all the way if you want to shield tank it. I don't see a point using shields as your primary defence while also deploying armour plates and the like.
Something like this is probably best (with named t1 guns)

Two rat-specific Hardeners (be it Thermal, Kinetic, Explosive or EM), a medium armor repper (named) and an EANM should do it.

You will learn that armor tanking sucks.
Well, it's not that bad, but for solo work passive shield tanking is much easier and often a lot more effective. And if you fit a buffer shield you can do PVP and PVE.

For PvE Missions/Lowsec Ratting use whatever kind of tank you want. The TD's are mostly useless in PvE situations because of the number of targets, lots of missles, etc. You can do a fairly nice shield tank with LSE's and a few hardners with lows that are SPR's or whatever you want.
You can also do a cap stable armor tank with an MAR, 2x hardners, EANM and in the mids do an AB, Large Cap Battery, and a recharger or two and you are fully stable (THis is what I use for Sansha) and in the highs put whatever you want. I do 2x guns, a salvager, and cloak for lowsec or a tractor for highsec.
For PvE it depends on what you are doing, but the standard solo Arby is a 1600 plate, DCU, EANM's, with an MWD point, web, and TD with a neut or two up top and whatever else you want.
For gangs you can fit it as needed but you will likely not be in close range so you can slap as many TD's as possible and do some longer range drone support.
I love the Arby line of ships :)
