When DT happens, the database servers are offlined (or at least inaccessible) as well, this means no website could allow you to change skills during DT, until they run the systems 24/7.

There is no new UI going in, it is a new framework deployment. This typically means that it needs to interact with a lot of things, so it's not as simple as "I had 12h of downtime and all I got was this lousy button". Also, rather now than on the Incarna patch, as it would add massive amounts to an already epic DT wait. (Expect that one to be an all dayer)
Also, considering what's set to go down, the whole starbase issue is pretty major and would result in an epic amount of issues if they don't get it fixed. |

CCP explain how is this issue NOT known before the patch release?
Because sisi uses a mirror that has starbases stripped out, the server doesn't have the capacity to run them all. Thus it's rather easy for exotic problems to sneak in unnoticed.
