CCP's QA is crap. Why is this issue discovered AFTER the patch release? If you are not ready for a patch then leave it on your test servers until you are sure everything works fine. The bugs you need to fix during the downtime are the ones you cannot produce without a number of players, not the one from your test cases before the server is even avaliable to public. If every shyt happens on the live server then what's the point of your test server anyways?

There is no new UI going in, it is a new framework deployment. This typically means that it needs to interact with a lot of things, so it's not as simple as "I had 12h of downtime and all I got was this lousy button". Also, rather now than on the Incarna patch, as it would add massive amounts to an already epic DT wait. (Expect that one to be an all dayer)

Also, considering what's set to go down, the whole starbase issue is pretty major and would result in an epic amount of issues if they don't get it fixed.
