Can my system still run Eve with a 3.0 Dual Core Pentium 4 processor, 2.5 Gigs of RAM, and a 256 MB NVIDIA GeForce 7800 GT?

Your video card may be a bottleneck. Everything else looks sufficient.

The video card is the best the hardware for the system can handle. It has significant trouble running the new character creator. It will do it but at like 1-2 fps at the low and medium settings with still a minute or so load time. The system runs the rest of the game as it is now though great with almost all the settings on high and the extra graphic features enabled. --- END OF LINE. |

Should be pretty good and your 3 fps are pretty much showing something is broken with your system there. 
This is nowhere near normal. Properly update your drivers and check of the cloth&hair simulation in the client. Also try the low res character textures first. No, it's not. I have a 3.2 ghz dual core pentium with 2gb ram and gf9800. Had no problems running it whatsoever.

Damn man, DDR SDRAM? not even DDR2? You seriously need to upgrade your system fella. Strip out the stuff you can transfer over like the CPU, HDD, PSU etc, get a standard ATX case and a decent mobo that supports your CPU.
Then get some DDR2/3 ram and a decent NVIDIA gfx card. You can get a GT430 if your budget is tight, this will run EVE perfectly well. Its no wonder you are struggling.

What mobo are you running?
His PC would have this mobo in it MSI MS-7046 MOTHERBOARD, I nearly cried looking at the specs. Socket 775, FSB max is 800MHZ and supports a max of 4gb DDR1 400/333 ram. All in all I suggest binning it and buying a new, cheap system.

Don't even consider upgrading this system, it is seriously outdated. Even if you could find parts that fit in it, the benefits would be marginal. The system is clearly above CCP minimum recommended, so you should be able play EVE just fine. Upgrade your drivers and check if other games work as poorly. Lower your graphical settings, disable AA and HDR and try again.

Keep the case, PSU, HDD and optical drive. Not so sure about PSU.
Get new Mobo, CPU, RAM and GPU. Possibly new PSU too.
Which ones you get would depend mainly on your budget and on whether you need/want to replace the PSU.

Good, AA is already disabled. I have no other such problems with other games I play. DDO has slight slowdown with all graphic settings on max, though I suspect that is lag on the Turbine servers part or the internet connection and not the PC itself as it only happens in market place type settings where there is a ton of things going on and other characters moving around. I have played Jade Empire and most recently Plants vs. Zombies with max settings and noticed no slowdown.

If you want to keep the PSU, yes. There are "modern" micro ATX motherboards that work just fine.
For instance, you could try this relatively cheap upgrade combo...
CPU : AMD Athlon II X4 630, Quad core @ 2.8GHz - 85$ Mobo: MSI 880GM-E41 AM3 AMD 880G - 70$ RAM : 2 x 2GB G.SKILL DDR3 1600 CL7 - 60$ GPU : Radeon HD 5770 1GB - 120$ = 335 $ total (or 395$ if you buy two sets of the RAM for 8 GB total instead of just 4 GB) _

The HP XW6000 was ú30 of ebay and came with 1 Xeon 2.4ghz CPU, 2GB of ECC RAM, no HD. Which is basically a P4 2.4ghz variant with a higher bandwith motherboard. I put a second Xeon 2.4ghz CPU in it, ú6 of ebay plus heatsink and 2nd CPU VRM for ú26. I will use the Ultra320 SCSI 72GB hard disk from the broken HP DL360 G3 server. I have ordered a PCI SATA card of ebay for ú6 for the workstation that will use a WD Raptor 76GB SATA HD from my games PC. It has Windows XP on it which will host a linux and windows VM for web hosting. With hyperthreading and the 2 Xeon's I get a total of 4 virtual core threads. It won't run games so the bog standard 64MB vga card in it will be fine.

Thank you immensely Akita! That is a much better option right now for me. I am getting married on June 26th, then in three months having an operation so money is going to be tight for the rest of this year. My system though is showing its age and little errors are popping up here and there that are causing me to worry in general and I am not sure it will even be functional in another year. I am not complaining though, I have gotten my moneys worth from it lol.
I do plan on replacing it in time but that could easily be not for another year plus. I just need a way to keep this system running for another year, two at most.
The CPU does not come with any kind of heatsink or fan, should I also purchase those as well?

Hmm, you're right, I haven't noticed that it's CPU only, not box with heatsink+fan included. You can probably get one heatsink+fan on par with the stock ones for as little as 10$ at some local retailer if you don't plan on overclocking and your house is not a scorching hell in the summer. Or you can go with a fancy one, but that will cost you more. The advantage with the fancy ones being that you can almost certainly reuse them in whatever machine you'll get next, since most of them have many separate mounting brackets for all kinds of CPUs/mobos. Or you could just go with either one of those following two CPUs that come in a box with stock heatsink+fan for just 15$ extra (so 100$ each): AMD Phenom II X4 925 Deneb 2.8GHz Socket AM3 AMD Athlon II X4 640 Propus 3.0GHz Socket AM3

Last time I ever had a separate sound card, it was a Sound Blaster Pro, and I was last century  I've been only using onboard sound ever since. It was always sufficient to me. Also, listed expansion slots are 1x "PCI Express 2.0 x16" + 2x "PCI Express x1" + 1x "PCI". I doubt a sound card needs more than a regular tiny x1 PCI-E slot. _

I use onboard sound - 'VIA VT1828S 8-channel High Definition Audio Code' But why can't I get dolby surround in computer games, such as Battlefield Bad Company 2, when my PC can output dolby digital surround from movies through the optical SPDIF output to my dolby digital surround sound receiver?
