Because if PI remains borked for too long the economy could become unstable and potentially weaken certain large alliances.

You have got to be kidding - this was supposed to be a *transparent* release. Yet it was released with several major bugs in critical game features. Maybe the devs did a great job of cranking out a lot of code - but it wasn't reviewed and QA'd to the right degree.
PI is still broken for many people (including me) - both in delivery of materials and messed up graphics. And yes - the client still hangs and crashes - for many people (including me). I won't re-list the other dozens of issues that many have since (thanks to some miracle) I don't appear to have slammed into them. (well, there is the notepad bug)
Incarna is *supposed* to make major visible changes - you can't hear a train wreck coming?
I suggest that everyone find a week+ skill to put in the queue and schedule take the 21st and the following week off. You might come back to something playable - hey, come on - there is a chance...

Sorry, just couldn't resist that one...
In the world of service - that usually means it has been tied to an internal tracking system the dev's use to track issues they are working. As well, it helps gather up all the reported behavior to better attack the problem and makes it easy to resolve (close out) all the related customer tickets (petitions).
