I would support the addition of a covert ops cloak if the speed bonus while cloaked was removed. The no targeting delay bonus is really very important, especially for a large ship. But this should be a role bonus, along with the other fitting abilities.
Reduce T2 materials required to bring down cost. 600-800M is too much for the risk involved.
Make Black Ops viable BS-sized support vessels by replacing some of the generic damage bonuses with EWAR bonuses. The Widow is perfectly capable of solo PvP due to its ECM strength bonus, which is the same as the Rook Combat Recon cruiser, and slot layout. So using that for a template I would like to see the following:
Widow: 4/8/7, 5 launchers. 5% bonus to cruise and siege missile launcher rate of fire and 10% bonus to cruise missile and torpedo velocity per BS level. 30% bonus to ECM strength and 5% bonus to ECM cap usage per level. IT needs the cap usage reduction.
Sin: 6/6/7, 4 turrets. 5% bonus to Remote Sensor Dampener effectiveness and 20% bonus to warp disruptor/scrambler range per Black Ops level. 10% bonus to drone hitpoints and damage, and 5% bonus to large hybrid tracking per BS level.
Redeemer: 7/4/8, 6 turrets. 40% bonus to Energy Vampire and Energy Neutralizer range and 20% bonus to Energy Vampire and Energy Neutralizer transfer amount per Blops level. 5% bonus to large energy turret rate of fire, and 7.5% bonus to large energy turret tracking per BS level.
Panther: 6/6/7, 5 turrets. 7.5% bonus to target painter effectiveness and 60% bonus to stasis webifier range per Blops level. 5% bonus to large projectile turret rate of fire and max velocity per BS level. Move one of it's high slots to a midslot, giving the ship more flexibility in fitting.
Note in the case of the Panther I moved one high slot to a midslot. Why the Panther was getting a 3rd utility high I don't know. In consideration of the greater emphasis on webs/TP, I made the adjustment. It is now a fire-support vessel. It also has a drone bay bigger than the Redeemer, which makes no sense. I would reduce it to 125m3.
As for the Redeemer, it now would have to balance dps with neuts/nos. Nos can feed its cap. I would also increase the size of its drone bay to 175m3. No tracking disruptor bonus because that isn't very useful for an armor-tanked BS.
The Sin can now tackle and damp while it's drones and hybrids do damage, instead of just sitting at the POS. Because of its drones and need for midslot EWAR, it should end up being armor tanked. With 6 lows, that should be fine, but not as good as the Redeemer's tank. But with the damps, you shouldn't even need a tank.
