Alright folks. Sound off with your opinion on what ships just plain suck. As in, there is something else (in the same general class / Tech category) that can do just about everything better.
I've got a few in mind already but I'll step back and see if we get a thread filled with debate or agreement.
Notes: A ship can still be considered to suck because of the state of its primary weapon type. I'm guessing we'll see trends. :) In addition, ships that suck because the game mechanic, fitting options, or skill requirements are fair game too.

Nope, nothing to do with that. Thinking about hybrid ships definitely put the thought in my head, but I'm not interested in that argument. Besides, there are plenty enough useless ships in EVE to go around.
Ignoring ships that use sub-standard weapons, there are ships with useless bonuses, ships that just don't work the way they should, ships that are impossible to fit effectively, ships that require you to train more skills to fly as effectively as the alternative, etc.

I judge ship sucking based on if it's not able to perform. If I did it based on one ship being better than everything else at something then everything but the Tengu would be a sucky ship (although there is some merit to the performance gap with the Tengu). With that being said:
Inquisitor
Maller
Prophecy
Cormorant
Catalyst
Hyperion
Breacher
Just for the T1 line. I omitted the logistic cruisers (Augoror, Scythe etc.) because they still can perform, it's just that their t2 counterparts are the more logical choice. The Cormorant and Catalyst are admittedly partly up there because of hybrids, but I do think the destroyer line as a whole should be looked at. The Hyperion is kind of the same, for its price it should be able to deliver, although that is kind of on hybrids too. 
Moving on, the prophecy should be more geared towards DPS rather than tank, and the Inquisitor and Breacher should be buffed to form a suitable counterpart to the Punisher and Rifter. (I have no idea how, I'm just going off of general usage). I see that the Maller is used as a bait boat most of the time. I've never flown one but I imagine if it's at that status it can't be because of its damage applying prowess in PVP, so it should be buffed as seen fit. There's many T2 hulls and I know even less about how they are doing, so I'll leave it at that.

Omen. Needs about a 10-20% increase in powergrid and CPU to be viable, much less an attractive alternative to the harbinger.

Have to agree with you here. I've tried out an Omen before and fitting it is a nightmare.

Except for the eagle. That ship is horrendously bad.

Cept that, it has a second laser bonus which means all it's effective fits are not Autocannons.

Come on guys, you can't say the auguror, osprey or the exequror are bad, they all have a great range bonus for cap, shield and armour x-fer's.
What does the Scythe get? some crappy e-war range bonus thats all.
I would also say the Hell is useless, but when fitted with alot of hardeners and some CN PDU's and a few cap X-fers, 2 or 3 of them should be able to kill 2-3 similarly fitted Aeons

I disagree with the majority of ships listed here.
Most of the ships listed i have seen do some pretty decent things.
Inquisitor, i agree with, never touched it :P
Maller - Hell no, fitting a fat buffer tank and the ability to do a decent job of pinning someone down or baiting (Although its expected), last time i was in one of these, i pinned down an absolution, and dam did he hate me :P.
Prophecy - This is mixed here, i've been trying Prophecy as part of small gang warfare, and i can honestly say this ship works pretty decent, i can get a decent sized buffer tank on it as well as around 400 dps kicking out of it, although very prone to neuting, an Afterburner, web and distrup/scrap combo can work effectively on these.
Cormorant - Surely this can be used as a crazy frigate ganker?
Catalyst - One of the most amazing memories was a while back, i met a guy who flew a rail Catalyst, and he'd perposefully set it far out on a belt (Heck the good ol' tama days) and wait for smaller ships to approach him (Inties especially), and when they did, man did he wipe the floor with them every time, no idea how!
Hyperion - I've seen them do some ok things!
Ferox - Mega fun obvious bait ship that people either don't go for these days, or they just don't bother being targetted in an engagement hah, i fly a buffer gank blaster ferox and its not died yet for the past year and half (And its been used alot in wars!)
Omen - STUPID FITTING
Eagle - i thought was a pretty decent snipe ship?
Apoc - can be setup to be an awesome snipe boat!
What do i dislike? i hate trying to fit the omen, i've done it once before but it wasn't pretty, and really only good for sideline DPS!
Rokh - One of the best ships i've ever flown! :D
All the tier 1 logistic cruisers i have found, can do very well when setup right!
And besides, cheap pvp, most the cruisers do their roles well!

Do you just want a list of useless and/or underused ships?
- Assault Frigates that aren't the Jaguar, Wolf or Ishkur (even then, AFs need help)
- Hyena and Keres
- Any T1 frigates that aren't Rifter, Merlin, Kestrel, Griffin, Incursus or Punisher
- Any T1 cruisers that aren't Rupture, Arbitrator, Blackbird, Vexor or Caracal (baitships do not count as being good, sorry)
- Ferox, Brutix
- Retribution, Hawk
- Worm
I don't know BS and up so I'll leave that list to someone else.
Generally, if you haven't seen one seriously deployed in combat in 6 months then it's probably bad.

Maller doesnt suck, its damage is a little low but its tank is excellent.
Ferox is a beast when combined with a Crystal Set. Or buffer/blaster. The former is capable of going toe-to-toe with a Hurricane and kicking the **** out of it.
Omen really is crap though.
