Criteria
Low (0.5 / 0.6) security
Lvl 3 and 4 Mining missions together (you can do lvl 1/2 in a wider variety of ships)
It's a nice bonus if the storyline missions are given close by as well
The ones I've found so far

Well, 0.6 and 0.5 security systems is actually high sec.
So anywhere in high security would be good since the random NPC's to spawn would only be Frigates.
I did a lot of level 3 and lower level Mining missions for various R&D Corporations, all located in high security systems.

For Gallente "Astral Mining" corporation there is a cluster of L4 (mining) agents in Stou & Arraron in verge vendor region. Storyline agent in same system.
I haven't actually checked since the patch to see that they are still mining agents. Main drawback is the low-sec system next door that sometimes they ask you to mission into... Usually just decline those and use a different agent if I need to while I'm waiting.
For better rewards you can use thier low-sec agents near Stacmon/Ostingele, but there be pirates; ye be warned.

I should have said "low security but still high sec" but the numbers are right, you want to be in 0.5 or 0.6
Optimally, it's also not next to low-sec because at lvl 4 you'll occasionally be sent next door (at lvl 3 you'll occasionally be sent 3 systems away)
I'm hoping to put together a list for us miner types. Now that the missions are dedicated to one task, there's a lot more scope for someone to make good money from mining missions (I'm making about 25mil an hour which is pretty good IMO).
Given that we're not REALLY competing, I would think there'd be some fair interest in sharing this with others.
