I was wondering this because I used a Thrasher for a while, but I noticed that a lot of people were using Rifters, so I decided to try using a Rifter. But I still can't tell which is better. Can anyone explain this to me?

They are both very good ships for new players. However, you can't just look at the number of turret slots and stop comparing them.
Look at the bonuses on the Show Info of the two ships. The Rifter gives 5% per level to small projectile damage and 7.5% per level to tracking. The Thrasher gives 5% per level to small projectile damage and 10% per level to tracking. Both about the same until you see the Thrasher 50% bonus to optimal range and 25% rate of fire penalty. So the Thrasher's 7 guns only do the DPS of 5.25 guns. but they do hit further than the Rifter's. Math: 7 turrets * 0.75 rate of fire = 5.25 effective turrets. 5.25 is more than 3 so the Thrasher will do more damage than a Rifter, but not so much as the 7 to 3 comparison you started with.
For the optimal range bonus, consider that most Rifters are fit with autocannons. It is a "get in close and pepper the target with lots of shot" ship. But autocannons have terrible optimal range. To take advantage of the Thrasher bonus, you would fit with artillery making it a "stand back and snipe when the target can't hit you effectively" ship. Note: you can fit a Rifter with artillery or a Thrasher with autocannons and make viable fits, but you would be giving away one of the Thrasher's bonuses.
Then there are other things to consider. Being a frigate, and only requiring you to fit three guns makes the Rifter cheaper to lose. The Thrasher is a destroyer and requires 7 guns, so more expensive.
The Rifter is faster, this lets it close on a target and start firing faster. Also, it will have a better chance of disengaging and escaping. The Thrasher has more hitpoints which means it might survive situations the Rifter wouldn't. However, in this game when things go bad, they tend to go bad fast and a few more hps usually won't save you.
The Rifter has a smaller signature radius so has a better chance of avoiding attacks from larger ships. Destroyers like the Thrasher have fairly large signature radiuses. If they get attacked by a cruiser, they are in trouble.
The Rifter has three low slots, the Thrasher only has two. Low slots are used for damage mods like Gyrostabilizers or speed mods like Overdrives and Nanofibers. (Also Armor tanking modules on ships that armor tank.) Being able to fit more gyrostabilizers means the Rifter can increase its damage more than the Thrasher can. Or, by fitting more speed modules the Rifter can add even more to its speed advantage.
So for someone who is just learning PVP, I would recommend the Rifter mainly due to the cost and GTFOability. Once you start earning enough isk so that the costs of either are trivial, go back to the Thrasher if you want.
