Greetings!
I am looking for a character who can carry my ships around and boost me. Thus I am seeking for the following skills as a minimum:
Orca pilot
Cybernetics V
Skirmish warfare specialist IV
Siege warfare specialist IV
Information warfare specialist IV
Warfare link specialist V
Caldari cruiser V would be excellent.
The more leadership skills, the better. Neural remaps should be available. If I can reshape the character, that is a plus too. Maybe be able to fly an Obelisk? I might be asking for too much.
My budget is around 4 bill. I suspect this is a niche I am looking for, but I hope to get lucky. So please link the nice characters you have on offer.

Thank you, but your character falls short on many aspects compared to what I am looking for. I am trying to avoid having to train leadership for several months.

Baltarrisk, you offer more on combat skills, but less on leadership than what I am looking for. Nevertheless please let me know the price, number of neural remaps available, etc.

has 1 neural remap avaible. can fly minmatar command ships and orca, skillbook away from a fenrir.
as for a price probably higher then 5b because of the combat skills. i miss read the leadership skills and thought it was just the basic ones and not the second tier. looking back i dont think this would be a good char for what your needs are.
