I've always been under the impression that your attributes have an effect on more than skill training time. When I tried to find confirmation of this, I found people saying that they affect ONLY training time, and nothing else.
I thought that if you have high Perception and Willpower, that they are somewhat incorporated into calculations for turret hits and things like that; the same way that traditional role-playing games calculate it.
Is there even the slightest shred of validity in this? or have I been mislead?

It would seem to me that something like that would have consequences as far as gameplay balance (if attributes affected gameplay as you suggest), so they'd at least mention that in the devblog if not avoid doing that altogether.
They did it though, and said nothing of gameplay balance. Only skill training time.

Hm, reviewing the wiki and some old forum threads gives the same info. No mention of anything but training time. For some reason I thought it was like a lesser-known property of Attributes... I just wanted some confirmation either way.

Attributes have only ever affected training time. I think this was true even in the early days of beta.

As rumors go it's certainly interesting, but I've never heard this one before either. Someone who has really maxed out some attributes as part of a remap probably would have given anecdotal testimony of this by now if it were true, I'd think.

One other thing...
AFFECT is a verb. EFFECT is a noun.
In most cases...there is a noun AFFECT and a verb EFFECT but neither are relevant here...
