I think VV may be on strike but you could try Breaker77 or Varo Jan (Poison has also done audits in the past) if you want the full works, or look up Tutskii's fact checking service if you just wanted the basics covered for a bond launch.

I would be willing to help out here if no one else can step in. I've done 2 audits previously for people here. I've been inactive for about 8 months due to becoming engaged and all the joys that come with moving, and living together. However I am finding more and more free time for EVE and would be happy to help you out. My original thread has been locked due to inactivity, but you can search my name and I believe towards the bottom of the first results page you can see my original thread along with links to my audits.

I am not in a strike, since the developers close down was due to end on last Sunday.
Though I am engaged in an audit ATM, so I am busy.

Basically they try to provide some picture into the reliability of a player/corporation/alliance who are looking to acquire funding and/or investors. Done through checking character history, assets, transactions, etc. Look around on the forums a bit and you'll get an idea.

TLDR; Auditors accept ISK and produce a shiny report that, hopefully, makes the person looking for investors thrustworthy.
The long version is way to long to write out.
