I have 2 agents I want to use. One is in 0.9 sec rating system with QL7 and another one is in 0.6 system with QL4.
Which agent would give better rewards?

Depends on level. If they're the same level the quality 7 is better. If the quality 7 is like 1 and the quality 4 is 2 then the quality 4 is better.

Also look at what the agent s corp sells on the market.
Bonus item rewards are from that list and I m quite sure that you ll prefer getting a large barge or another ship over fertiliser or soil.

 It also depends on your Social skill levels...but with so little difference between those agents, I doubt the rewards will be any better, in fact they will probably be the same (I`ve found that agent quality does not seem to affect reward quality)

Agent qualtiy does affect the rewards and LP given.Trust me on this.

its does affect the amount of lp given.... well it did with me... my quality0 agent gave me 69 lp and my -10 something gives me 120+

Yes they both are Lvl4 and from same company. All I wanna know if its true that lower sec rating system gives better reward vs. higher sec rating.
0.6 is much lower than 0.9

afaik that is true.
somewhere (and i'm not in the mood to look that up) is a thread, where a dev claims, that agents in lower security system also give more loyality points.
