I blitz level 4s currently in a nicely fitted and skilled Mach...Is it a waste of time to bring a noctis out and salvage..mind you my missin are alway 1 jump out?

You haven't stated where you mission run.
Caldari or Gallente space ,not worth it for most missions, Amarr and Minnie space is worth it for most missions.
You will be surprised how much isk you can have at the end of the month if you do.

I am wondering why Amarr and Minnie have better salvage over the other two? Seeing I do not run anything other than level 4 Caldari missions. Is it that hybrid guns are not worth much or something?

Personally me... I get better salvage in Gallente space that any place else. and worst salvage in Ammar space...

I think the question would best be answered by asking you what you like more. Running the next mission or salvaging the previous one.
Currently I run combat missions on two characters at once because both are lacking skills but an abbaddon and maelstrom just rip through enemies together.
Later I will run combat missions with two other characters but then one will be in a tengu and the other a noctis that will salvage missions while the tengu starts on the next mission.
I expect the tengu/noctis to earn more money in the end.
I think that with just one account I would probably run two or three missions in a row and then salvage them all. Salvage is not worthless.

The only reason to salvage in Caldari space is to get scorched telemetry processors which you use to make rigor rigs.

It could be. For a one time payment of $35.95 you can purchase a galvanic spatializer rig to increase the quality of your salvage. Isn't this what you want?
