Both these fits are without drones. Hardners are mission-specific of course.
What do you guys think would run level 4s more efficiently? I tried fitting a Tempest, but a Mael or Typhoon seems to do everything it does better. And if another faction's battleship would be much better, feel free to suggest it.
I don't want to use anything expensive, which is why I'm not using faction BS/T3s/marauders/etc.

Maelstrom.
Ignore the paper DPS on the torp phoon, you'll never apply that by virtue of range or explosion velocity.
Personally I use an AC-Maelstrom, as there are few missions needing the range for arties, and they're completely meltface. Lose the tracking computer for a shield boost amp (you're heavily stacking penalized here), or a second hardener against the secondary damage type.
The tracking on 1200's also means you'll apply more damage, despite it looking less on paper.

You might want to say who you will be fighting as the two fits appear to be designed to fight different enemies. Different resist profile and one short range and one longer range fit. As stated above a 800mm autocannon maelstrom with a X-large shield booster works very well against angels.

I prefer a setup like this, a more strong and sustainable tank. Faction Ammo is more worth while because you get the extra Dmg to 1 and 2 Shoting things.

Maelstrom is for low SP pilots IMHO, a properly fitted typhoon is great at missioning. By the time you have enough skills to fly the Mael properly you're only a week away from a machariel.
You get great SP on the typhoon and you can fly a fleet issue typhoon, you get great SP on the Mael side and you can fly a mach (after a few gallente skills).
Also, typhoon is better against certain factions compared to the maelstrom due to armor vs. shield tanking. . Adapt and overcome or become a monkey on an evolution poster.

Well, the tracking computer with tracking script increases the tracking of the 1400s from 0.01334 rads/sec to 0.01669, which is a little over 25% increase.
Using the same Mael fit, expect replacing the 1400s with 800s, a tracking computer with the optimal range script increases the DPS at 30km from 456 DPS to 516 DPS, an increase of 50 DPS. Is it still worth dropping the tracking computer for more tank?

I still haven't seen a Typhoon fit I'd take into a mission. The monstrosity above relies on torpedoes -- and lacks a target painter. And a range bonus. And the ability to switch to Javelins in the (likely) event that rats aren't eager to come within 18km. And sure, the AB helps with the range issue, but 400 m/s isn't exactly going to win any races. And the torps are still going to hit for fart poofs of damage.
So what does this magical mission phoon look like? I'm genuinely curious if just for a larkish option when I don't feel like flying any of the top flight ships....

AC Maelstrom, like a miniature Vargur in terms of damage projection. You'll burn through ammo though, but who cares!

If you fit 2 1200's, 5 cruise, 5 garde II's against Angels (weakest) that's 692 firepower good out to 69k and 528 tank. Not the best but insanely great for a t1 tech 1 BS. Fleet issue is better as stated.
A lot harder to fly than a "win button" mach build, but prolly more fun. . Adapt and overcome or become a monkey on an evolution poster.

Use cruises and 1200's, not torps. Phoons works fine as a missioner.
Works damn fine as an alt/neut RR BS

You can also get an arty Mael to stick 850+ DPS out to about 30km or so, which is plenty far enough, and you'll tank 800 to boot. Or you can get a hilarious 1000+ DPS out of an autocannon fit, that will murder Angels missions.
I'm not saying you can't make it work, but there are better mission running options than the phoon.
