Bad idea. This would very strongly encourage trial-account abuse. Any lump of SP like that can be abused to completely focus into a particular training path, at which point you can easily get a blob of T2 frigates with very little ISK input. Every player who could run multiple clients could have a couple of Kitsune alts or something.
Your intent to help newbies get started out is good, but newbies can't afford stuff that needs 10m SP in the first place. Also, as others have pointed out, this is sort of "easy mode", which just does not fit into the Eve universe. Remember that there is no "endgame" to Eve, just various ways to "win", with more opening up the more you play. Opening up more for new players is good, but it would be better done by adding more variety, not giving them more advanced options. That may just be giving them enough rope to hang themselves with (save for two weeks for a new AF, then ragequit when you die in a fire with it).
I'll gladly take the 10m SP bonus to my SP though! :D

I'm still here, aren't I? At least till CCP release what they talk about on Friday.

They should at least accelerate skill training time 5 times for like the first month of play, and not let it apply to level 5 skills or something. Or just overhaul the character creation at the begining so that a new character doesn't have to spend two hours training every time he sees a new mod to put on his ship. New characters do not start with enough base skills, and it is incredibly annoying being new having to just hurry up and wait.

Ok instead if giving noobs a flat out amount of SP how about giving them a big boost in there support skills depending on there choice of carear. I dont know say they want to be a miner they get a head start in the mining lasor and astrometric skills. Also no matter what carear they pick you they get a nice boost to the engineering & electronic skills. So they get a boost to skill they deffinatly need but they dont actually know how important that skill is yet. About these protest CCP

I dunno... I think it's good to start out at the bottom. Some new players are probably jumping ahead of themselves. They can get into new ships and acquire new mods fairly quickly, so have plenty to look forward to in the early days. Also helps with the learning process if you do one thing at a time.
I'm all for finding ways to retain new players and often think it would be a good idea to make the starter systems safe. Warfare mods are jammed, and theft initiates a concord response and the stolen items are returned to the owner. Mission sites would be exempt but only for the mission runner.
They could move out when they feel ready and there is no incentive for older players to seek harbour there, so it's not gonna be a problem is it? The rest of high sec stays as is, and maybe no war decked, or deccing corps can enter the system? Would have to think it through...
Harassment and theft have to be the biggest problems for noobs and there's not much they can do about it. Give them a chance to get started in safety.

Newbies don't need 5 mil skill points to start off with to enjoy eve. This is how CCP can make money up the wazoo and keep newbies in eve: First, eliminate all skills. That's right, make everyone capable of flying any damn ship in game and fit it with anything they can get their grubby hands on. Second, allow capitals and supercapitals into hi sec. Third, make capitals and supercapitals only cost maybe 50 million. Even the sorriest, laziest person could make 50 million a day running missions or mining veldspar. Why so low? So everyone can fly these mad ships and create such an ungodly, gaming environment. I can imagine hundreds, even thousands of Titans and Moms blowing the living crap out of each other, regardless, of corporation and what we have is a "Space" version of damm Modern Warfare/Battlefield 2 or whatever FPS that rocks everybody's socks.    Just Do it, CCP!!!!
