This is what i found a good balance between good performances and relatively cheap to clear /blitz easily every level 4.

-I got rid of the fourth Ballistic control cause the damage increase and the rate of fire was minimum due to stacking penalties. Preferred an overdrive injector as suggested in another thread, and it's cool to have some extra speed tank. -The second small shield booster is rarely switched on, but saved me countlessly when happens to be webbed and under heavy fire, just the time to get rid of the tacklers with a couple of volleys (altho both shields running last about 2 minutes, plenty of time to get out of emergency situations.) - When the single small shield is active, can perma-run and it's more than enough to mantain my shield at 100% under heavy fire at about 670-700 m/s orbiting speed. -I've been told to not fit a target painter just because the cycle time it's just way too long compared to the rate of fire of heavy missiles, and with the rigs and decent skills/implants it shouldn't be necessary to fit one to kill small targets.
Hope you like it, tough i'm sure this is one pretty common used fit, i would surprise if not because it's extremely solid. I use it everyday to mission dualboxing with an AC Mael, very fun and effective
