I searched on the internet for any documentation about it and there seems to be nothing. Is there any documentation about the protocol at all? Want to start a project that will be very helpful to the community but I need access to it. Also if it is not available are we allowed to implement a library of it?

I don't think CCP will allow you to chat from any tool outside of the game client.

I don't intend to make a chat client. It is a more complicated tool, can't give any details, but it will use the chat protocol. I guess I will have to send CCP an email about it.

There's a university published paper by someone who explains eve's chat architecture briefly while also discussing how to python inject a jabber chat client into eve LOL.
But whatever sillyness you are planning, all client-server communication is encrypted and so well good luck without the private keys :P

Well the eve client does save all chat to text files. So if your intent is to scan chat data that is received by the eve client then that is one possible avenue. If your intent is to do something to the outgoing chat stream then pretty much that isn't going to happen.
