Hi guys,
Im fairly new to EVE and I've decided to start a second account to be a Hulk Pilot.
I SUCK at using EVEmon, whats the best Race, class etc to give the fastest training time for a HULK?

any, since they all start the same (sans gunnery/missile skills and racial frigate skills). =========================

Any difference in starting skills is at MOST a day of training to make up for. I dont think its even that. If youre going to be doing alot of Indie then go with gallente cause the ity 5 will be nice. or if youre going to be doing ALOT of mining/trading/indie then go with caldari for the biggest freighter.
Definately remap though and just dump everything into the two traits youll be using the most.

All races / bloodlines start with the same stats. Hulks don't require a particular race's ship command so it really doesn't matter which race you pick.

Haladas Mining Guide
To train for a Hulk will cost you approx 2 months in complete. Its the same for each race, there's no difference. You can shorten the time by using higher implants. But this will cost you additional skill time for the 'Cybernetics'.
After you've skilled the following
* Industry Level 5 * Mining Level 4 * Science Level 4 * Astrogeology Level 4 * Mining Barge Level 3
you're able to fly a Retriever with Strip Miner I. The first Mining Barge that make sense.
Skill further on * Astrogeology Level 5 * Mining Barge Level 5 for a Covetor. But dont fly/use one if you own enough money to buy a Hulk.
Because the final skills for a Hulk take only about 1 - 2 days after you've finished your Covetor skills: * Spaceship Command Level 4 * Exhumers Level 3

I estimate this should let you sit in a Hulk in less than 40 days or so for a brand new character with only the base starting skills, versus 51 days without implants or remaps. The remaps I use, while not optimal for all skills and assuming only 2 available since it's a freshly rolled character, are optimized for Astrogeology V and Mining Barge V as they are the two biggest time consumers. I don't have a fresh character or I would test this myself 
Again this is just to sit in a Hulk with Strip Miner I's installed.
Remap to 27 Intellect and 21 Memory
Train Cybernetics I
plug in set of +3 implants and train the following skills. The order I use is simply to make it easier to fit them in the training queue. You won't make up the time difference for training a higher level of cybernetic with higher implants.
Industry I Industry II Industry III Mining III Industry IV Science IV Mining IV Industry V Astrogeology I Astrogeology II Astrogeology III Astrogeology IV Astrogeology V
Remap for Perception and Willpower and then train the following
Spaceship Command IV Exhumers I Exhumers II Exhumers III Mining Barge I Mining Barge II Mining Barge III Mining Barge IV Mining Barge V

The OP wanted a quick plan to get into a Hulk and that's what I gave him. Mining V and the processing skills can be added in under the first remap but that is going to delay getting into the ship. Nothing sucks worse than having to wait for skills to finish before you can use a ship. While this plan isn't optimal for all the extra support skills, it does get him into a Hulk fast and out mining. The ore can then either be sold, processed by a friend/corpmate or banked until the necessary skills are in place. Whichever it is, the fact remains he's out mining and not sitting in station waiting for skills to finish. Hopefully he has an Orca fleet he can join up with.
