Lowsec and Nullsec under following general mechanics:
The local communications array performs passive scans of all pilots in system, the larger the sig radius of the ship piloted, the sooner they appear in local.
Cloaked ships are still scannable by local com array but will take much longer for the array to pinpoint the pilots name to enter it into the local comms channel.
Any public broadcasts (local chat) would of course positively I.D. a local pilot and the com array will immediately post the pilots name in the local list. ________________
This would encourage pilots to use smaller ships for scouting and roaming, move from system to system instead of camping same system for hours on end, and cloaked ships would have a distinct advantage without being able to endlessly camp a system.
Systems could be upgraded and POS modules onlined to improve the local com array passive scanners, making detection of hostiles faster.
The lower the security level, the lower the resolution of the passive scanner.
Pilots could use implants to "encrypt" their signature to further delay their identification by the local com array. ____________
Thought about this after I read some of the CSM minutes, if local is changing, this is how I would envision that.
Edit 1: Adjusted title
Edit 2: After seeing another post in forums, also make this suggestion, that once a pilot has been I.D.'d they also show up in region and constellation chat, to be removed from each channel when the pilot exits each space respectively.
Edit 3: Scanners are unique to each system, constantly changing systems would prevent a pilot from showing up in constellation and region channels.

whats the point of discussing it here? CCP has its plans and they will do what they think is right. I wouldnt assume threads in F&I would have any effect on the result in this regard.

As much as I can't argue with your statements, there's always a chance they need a little inspiration and just might take a peek at any popular ideas from the forums.
I'm just trying to get some feedback from other players, if they really like this idea, and CCP happens to have a look, who knows? Maybe it could help.

I see you have good intentions but if zulu doesn't care about choice, he certainly won't care about what we have to say on any local changes.

An extra suggestion would of course be that pilots be allowed to log in and BE in local. Given the current situation and failure of the servers, no amount of improving on the local situation will do any of us any good :P

I agree, this would be horrible, but I don't see why you bring that up here since nobody here suggested that :P
I still think that some aspects of this idea could be used towards the future mechanics of our system local.

This could be a nice way to help frigate sized ships. But cruisers don't need any advantage over say battleships, so the effect should be much less distinctive for those larger ships.
Also, cloaked/covert vessels don't need any extra help over what they already have.
